FMCSA 2025 Random Drug & Alcohol Testing Rates Confirmed at 50% / 10%

The Federal Motor Carrier Safety Administration (FMCSA) has confirmed the minimum random drug and alcohol testing rates for calendar year 2025. The rates remain at 50% for controlled substances and 10% for alcohol for safety-sensitive employees covered under 49 CFR Part 382.

These rates are set annually based on the industry-wide positive test rate. Under FMCSA regulations (49 CFR ยง382.305), the random drug testing rate must be at least 50% whenever the positive rate across all FMCSA-covered drivers equals or exceeds 1.0%. The 2023 industry positive rate exceeded this threshold, triggering the maintained 50% rate for 2025.

For alcohol, the minimum 10% rate applies when the industry violation rate meets or exceeds 0.5%. Both rates have held steady in recent years due to elevated testing positive rates nationally.

What this means for employers: All FMCSA-covered employers must ensure their random testing pools meet or exceed these minimums during calendar year 2025. Employers using a C/TPA (Consortium/Third Party Administrator) such as MedTrac should confirm their pool selection rates are correctly configured. Failure to meet the minimum rates can result in civil penalties up to $19,246 per violation under 49 CFR Part 386.
